It can be quite common to have the verification of Safe mode password fail during your AD install on Windows Server 2019. This happens when there is a mismatch between the Directory Services Recovery Mode password that you typed in when configuring Active Directory Domain Services versus the DSRM. password on the existing domain controller(s). Use NTDSUTIL to change the DSRM password on the existing domain controller(s), or use the existing DSRM password. This is for specific instances on Windows Server 2019 using Active Directory.
